Low voltage SCADA system,the abbreviation of Supervisory Control and Data Acquisition system. SCADA system is the combination of EMS based on computer and power supervision and control automatic system. It plays a very important role in Refinery, and it is indispensable in the control system of petrochemical industry, also it is of great significance in production and trouble shooting. In the paper, the subject of the study is to express the SCADA system how to collect dynamic date in every substation, and transmit the data to up station till the final station.The SCADA system designed in this paper adopted decentralized control method. It contains four parts:data collection layer, communication manage layer, supervised area layer and final station monitor layer. And it is used to achieve the function of supervision, protection and electric energy data acquisition over the circuit. Anyway the SCADA system contains the following functions:dynamic coloring, Alarm&Event record, line chart/curve diagram, report display, custom report, privilege management, quality and reliability analysis, electric energy analysis of use, automatically calculating of electric energy.In the paper, the SCADA system will communicate with the Multi-function devices though Modbus and Profibus communication protocol, and the communication manager or PLC will transmit the data after data processing. And last, the Configuration software will extract and analysis the useful data. Though the dynamic coloring, the working state of Multi-function devices will in accordance with monitoring picture. Beside this, the thesis designed the energy management system, this system will use SQL to storage historical data. Because the application of SQL database, we can check the historical data and calculate the data during different period, so we can get the daily report, monthly report, annual report. Finally the system will also exchange data with DCS system. As a result of that, it will achieve the data sharing and avoid data acquisition twice. So it is benefit to save cost and increase the integration. In the end, this article presents the components of the energy management system, and analysis the future of the SCADA system.And last, what I want to say is that the program is still under debugging. The station that has already debugged is operating well, and didn’t occur big problem. Also the system has won the first party and maintenance personnel’spurs.
