In China, urban wastewater treatment industry is one of energy-intensiveindustries, and it will bring secondary pollution. Facing on the tight targets ofenergy conservation and emissions reduction during the―Twelfth Five-Year‖period, the sewage treatment plants not only undertaked the task of emissionsreduction, but also had to reduce operating costs combined with the actualsituation of the industry to realize the sustainable development. Therefore, it wasnecessary to implement the cleaner production goal of energy saving,consumption, reducing the efficiency according to the demand of sustainabledevelopment strategy in urban wastewater treatment plants. Now more and moreurban wastewater treatment enterprises had been mandatory included in thescope of cleaner production auditing, but carrying out cleaner production shouldhave its assessment index system to evaluate its level of cleaner production ofthe enterprise through a certain evaluation method to propose the cleanerproduction scheme. Therefore, it was of great significance to study the cleanerproduction assessment index system in urban wastewater treatment plant.On the basis of life cycle assessment, this paper carried out the life cycleassessment in urban wastewater treatment of CASS process, the environmentalimpacts of wastewater treatment process were identified. Based on the results,the hierarchical structure assessment index system was constructed using theanalytic hierarchy process. It included three layers of target layer, criteria layerand index layer. The target layer was the cleaner production level in urbanwastewater treatment plant of CASS Process; The criteria layer was affiliated thetarget layer for the first level indicators reflecting cleaner production level of theurban wastewater treatment plant of CASS process from different aspects, andfor the production technical characteristics, the consumption of resources andenergy, the generation of pollutants, resource comprehensive utilization andenvironmental management indicator; The index layer was the secondary index affiliated the criteria layer, and the layer included25assessment indexes.In this paper, AHP-fuzzy comprehensive evaluation model was establishedthrough the study of evaluation methods, and the weight value of all theassessment indexes in the assessment index system were determined accordingAHP software of yaahp. The cleaner production level was divided into advancedlevel, general level and backward level. At the same time, cleaner productionassessment criterion was determined by the statistical investigation. Finally, Aurban wastewater treatment plant of CASS process was evaluated as an exampleby using the established assessment index system in shaanxi province. The resulthas showed that the assessment index system could objectively reflect thecleaner production level of urban wastewater treatment plant, and the reason ofthe low level cleaner production of the enterprise was analyzed, and the cleanerproduction schemes were put forward. Finally it improved the cleaner productionlevel of the enterprise through carrying out these schemes in the cleanerproduction auditing.
