Air Quality Management Decision Support System is a computer program that can manage atmospheric environmental information, can do assessment, forecast and planning with various kinds of models, and can be used for decision making. A number of cities in our country have developed Decision Support Systems on air pollution control and management.Current systems usually have good capability of data management and space analysis, but modelbase, which is the distinguished component of a decision support system, is seldom discussed in detail, such as the structure and management. This paper tries to study on the structure and management of modelbase, and to find a way that fits atmospheric environmental management decision making to organize and manage models.In this study, the basic theory about models management is introduced. Several air quality models and total emission control models that are often used in atmospheric environment management and planning are described and selected for the model base. On the basis of analyzing traditional model base, the structure and management of an objected oriented modelbase are studied. With analysis on atmospheric environment management and related problems, proper models are selected by the problems, modelbase is organized by models’ functions, and the writer analyzed the modelbase with object oriented method. At the end, design and function realization of Model Base Management System are studied with Visual Basic, and problems as model invocation, interface with database, and integration with Geographic Information System (GIS) are also discussed.
