With the rapid development of national economy, the energy issue is still a part of not being overlooked.2011is the beginning of "ten-two-five" plan and the starting of the goals of national energy saving and emission reduction. During the period of "ten-two-five" plan, national energy saving and emission reduction is still an arduous task and need the joint efforts and pragmatic propulsion of the various industries. At the same time, as the rapid development of construction industry, the proportion of building energy consumption accounts for the total energy consumption in our country is more and more big. Reducing energy consumption is to the national economic development. Reducing energy consumption is good to change the growth mode of national construction and is helpful for adjusting the development mode of national economic structure and does good to realize the sustainable development of the construction industry and the long term stability of the country. Shenyang area as a representative city of the cold area in China is the representative of the old industrial base. The construction industry in the new Shenyang is in leaps and bounds of development, which propose a new subject and a milestone task——building energy efficiency for the development of Shenyang area. At the same time, building energy saving also has a very profound meaning for the implementation of urbanization of the state.This paper introduces two basic methods of the analysis on building energy consumption: steady-state analysis method of energy consumption and dynamic-state analysis method of energy consumption. At the same time, a study is implemented in one office building in Shenyang, using steady-state analysis method and dynamic-state simulation analysis method to analyze the building energy consumption respectively and conclude the advantages and disadvantages of the two methods. And based on public building energy efficiency design standard (GB50189-2005),it use Dest-C simulation software to building energy consumption on dynamic-state simulation analysis method. Based on the energy saving standard, it reaches the limits of the index in heating season and the index in cold season in this office building. At the same time,it uses Dest-C simulation software analyse the various factors impact on building energy consumption in shenyang office building including:outer wall, outer window, roof, natural ventilation, building shape coefficient, indoor design temperature, air conditioning system, etc. Put forward the economic insulation layer thickness in Shenyang office building; the influence of different outside window forms and different tectonic roofs in Shenyang office building to building energy consumption; the influence of increasing ventilation at night during air conditioning season and changing indoor set temperature to building energy consumption; the influence of building shape coefficients to building energy consumption; energy saving measures on air conditioning system, etc. On the basis of various influencing factors, it applies the orthogonal experiment method to establish the16group optimization model, uses the Origin software to deal with the data of the16optimization model and establishes linear regression equation of heat load index in heating season and cooling load index in air-conditioning season in Shenyang office building, Which provides the basis to engineering design and building energy saving renovation in Shenyang area.
