The efficiency of medical and health care service is not only one of the goals of health economics that all governments pursue, but also an important basis for evaluating the validity of hygienic policy.In order to illustrate the changes of input-output efficiency of medical and health care service caused by the release of New Medical Reform" policy, the thesis analyzes the efficiency of medical and health care service of medical institutions under the authority of district A, Beijing which takes the leading in implementing the "New Medical Reform" policy by using the Data Envelopment Analysis (DEA) model; the thesis also investigates the new idea and method to improve the input-output efficiency of medical institutions set by government in the context of the release of "New Medical Reform"policy and the increase of government input.The thesis uses the empiricalanalysis method and collects the health statistics of all medical institutions in this district from2008to2012based on the annual statistics that the Bureau of Health of A district reported to the Beijing Bureau of Health. With the data set of every institution in each year as one evaluation unit, the thesis uses the C2R and BC2module of the original Data Envelopment Analysis (DEA) model to analyze the comprehensive efficiency, technical efficiency and scale efficiency of secondary hospitals and community hospitals.The input indicators include on-post staff, actual number of beds, fix assets and hospital expenditure of secondary hospitals; total number of outpatients visit, number of health professionals, service room area and fix assets of community hospitals. The output indicators include actual occupation days of total beds, total number of outpatients visit, income from none-drug and recovered patients number of secondary hospitals; hospital expenditure, income from none-drug, the accumulative documentation number of urban residents’health record by year end and patients number of community hospitals. The result shows the efficiency of medical and health care service of medical institutionsunder the authority of district A governmentneeds to be further enhanced. During the analysis we found the secondary hospitals are in the stage of balancing development while the input redundancyis a common phenomenon in community hospitals. The thesis proposes that the key task in near future for health authorities is to optimize the allocation of human, financial and material resource of community hospitals. The thesis suggests that the development scale of secondary comprehensive hospitals should be controlled appropriately and unsustainable rapid expansion should be avoided. At the same time, the health authorities should work energetically to build regional health service system and promote the pilot of corporate governance based on the guiding principle of "Metropolitan Beijing" and "Mega-Region". The health authorities should also enhance the statistical work and regulatory function, strengthen the detailed management and guidance of community hospitals and increase the operational effectiveness of governmental heath input by a scientific method. |
