In recent years, with the vigorous development of China’s medical and hygienic cause, hospitals with different scales and systems developed quickly, reaching an unprecedented prosperity. Nursing working is an important component of the whole medical and hygienic work. The level of nursing care and the attitudes of the nursing workers is closely related to the matter that whether or not the coordination among the doctors, nurses and patients could be achieved. It also determines the quality of medical treatment. The level of nursing quality mainly depends on that of the nurse manager. Therefore, the construction and application of nursing management position’s competence model has been the new topics and developmental direction of the research of hospital human resource management.Yiyang Central Hospital in this study is an intergrated third class A one in Yiyang City, a collection of medical, teaching, research and health care. The hospital has more than1,100employees, including more than500health care workers. To Yiyang Central Hospital, the actual level of nursing staff is an important factor that affects the profits of this hospital. The quality of the caring workers mainly depends on the staff’s insurance to the caring quality. It also depends on the nursing managemental staffs’ training and supervision to the caring workers. Therefore, the construction of caring managemental staffs’ job competence plays an significant role in improving the overall quality of the nursing staff and the practice of human resource management.This study is based on the current situation of the management system of Yiyang Central Hospital. We establish the head nurses of this hospital as the research subjects and then build the ward head nurse competence models by the means of reviewing the documents, analyzing the theories, open-ended questionnaire, the experts group and other methods. The method of panel of experts is adopted to index weight assignment.The conclusions of this study are as follows.The Yiyang Central Hospital ward matron competence model established by the institute is composed of five competence dimensions, namely, personal efficiency, help and service features, achievements and actions features, impact and influence features as well as management features.The personal efficience dimension consists of five competent abilities, namely, self-controlment, confidence, organizing commitment, innovative abilities and professionalism. Help and service features dimension consists of three competent abilities, namely, awareness of service, compassion and communicative abilities. The achievement and action feature is composed of four competent abilities, they are achievement orientation, emphasis on quality and order, positive initiation and the making and the application of plans. The impact and influence feature contains three competent abilities, organizational cognition, interpersonal coordination skills and motivating nurses. The management feature is composed of five competent abilities, culturing others, the ability of control, team work, guidance and monitoring, execution and authorization.Yiyang Central Hospital competent abilities model has a reasonable structure and an efficient dimension which can attribute to distinguish the level of the matron effectively.The competent level is different because of individual reasons. They have following embodiments, there is no significant difference in the tenure of their offices; great differences exist on the age and education.The high performance produced by the nursing management staff depends on whether the matron would take the behavior of the competence or not, rather than depending on their views on competent abilities.Patients in wards are increasingly satisfied with the nursing work after the application of the matron electing method according to the competent abilities model.
