Research On The Development Problems Of The Public Health Institutions At The Grassroots Level Under The Essential Drug System

In2011, the public health institutions at the grassroots level in our country has the full implementation of the essential drug system and requires the essenntial drug being sold by zero slip.This change, greatly affected the public health institutions at the grassroots’ service, drugs and so on and has had the profound influence on the masses of the people. The public health institutions at the grassroots level of Anqiu City, Shandong Province begin to carry out the essential drug system in January1,2011. As the hub of the rural medical and health service system project of Anqiu, Anqiu public health institutions at the grassroots level take the basic medical and health care work in rural health in Anqiu City. The essential drug system requires that the township health centers equipped with drugs of basic drugs directory and sales in accordance with the provisions of zero slip, which effect township hospital drug equipment and drug price and then affect on the carrying out of medical service in township health centers and then affecting the township hospital financing level. Taking the two township health centers of Anqiu City, Shandong Province as example, the article analyse the possible impacts and provides scientific policy recommendations to the essential drug system in public health institutions at the grassroots level to further Implementation. In order to put forward the measures which strengthen the effect of essential drug system on public health institutions at the grassroots level, This paper is divided into three parts to discuss:The first part is the first chapter and the second chapter,that is the introduction. This part introduces the background of the topic, the theoretical and practical significance, research methods, the literature review and the related concept definition and theoretical basis.The second part is the third chapter and the fourth chapter. This part analyse the situation before and after the implementation of essential drug system in the public health institutions at the grassroots level in our country, and investigate and analyse the situation before and after the implementation of essential drug system in Anqiu local public health agencies at the grassroots level.Then the article conclude the influence of the essential drug system on public health institutions at the grass-roots level.The third part is the fifth chapter and the sixth chapter. This part put forward the feasible measures of strengthening the infiuence of the essential drug system on the public health institutions at the grass-roots level, after comprehensive analysis based on the above and learning from the implementation of the foreign system of essential drugs.
