The South cadre was the Special cadre group, which were a large number of cadres transferred from the north old Jiefang district to southward by the Communist Party of China, to solve the problem of lack of cadre on the eve of seizing the power of whole country. The huge base number of this batch cadre mainly distributed in South China’s major provinces. Around1949, South cadres had a very import and direct effect on the aspect of control the situation in the occupy district, as well as the political and economic life after the new country born. However, the South cadre’s life experience, background had slightly mysterious color, were not acquainted with common people. The order of this research is to make an investigation on the South cadre’s experience, education background and the role they play during the process of taking over the regime. Therefore, we can increase the understanding of them. In order to facilitate research, this dissertation will narrow an on-the-spot investigation to a small cadre group--South cadres in Shanghai Civil Affairs Bureau. According to investigate these South cadres’position distribution in bureau, main experience, education background, behavior during the process of taking over the regime, and the role they play during movement against the "Three evils", this dissertation will do some basic work for the research of South cadre.
