| Rural substitute teachers refers to a special group of teachers that commonly exist in the rural areas in our country after non-governmental teachers dropped out of the educational stage in1980s and1990s, and they have made important contribution to China’s elementary education. Currently, as the advancement of information technology and increase of educational demand, a majority of the rural substitute teachers feels it challenging to meet the modern educational demands. Besides, the development of education in rural areas has been hindered because of the teachers’ poor living conditions, imbalance between what they give and what they get as well as the unreasonable return policy. Therefore, it is of utmost urgency to optimize educational resources and properly tackle the issue of rural substitute teachers. Based on the principle of ethic fairness and concern and with a focus on the return policy, this dissertation suggests the government to pay attention to the teachers contributions and implement rational humanized policies; meanwhile, it gives some sensible advice on dealing with rural substitute teachers problem according to the practical conditions of these teachers and China’s elementary education.This dissertation mainly concerns five parts:Part I is the introduction, which contains the cause, the objectives and significance of the research, as well as research review and research methods.Part II talks about the appearance and current conditions of the substitute teachers, reproduces the living conditions and historical contribution of the teachers by featuring specific examples. Arguments have been promoted from the perspective of ethic care, and advice is given to the government to introduce more reasonable policies.Part III analyses the problems brought about by the unreasonable return policy and the damage they could do to the society from the ethical view, and explains the idea of ethic concern and the necessity of delivering it to the substitute teachers.Part IV raises the principles in dealing with issue of substitute teachers from the ethical perspective, advise the government to give policy and financial support and regulize outstanding teachers, to employ qualified teachers and appropriately arrange unqualified ones, to give assistance and rational compensation to retired substitute teachers.Hopefully, the number of the people who understands, concerns and respects the substitute teachers will see an increase.Our government should implement more rational policy in solving the issue of the substitute teachers, which poses great theoretical and practical significance in improving rural elementary education in our country. |
