With the concept of intangible cultural heritage was raised, intangible cultural heritage tourism has attracted wide attention and developed in the worldwide. While there are some questions accompany with the development of intangible cultural heritage tourism, especially the traditional handcrafts intangible cultural heritage which have single inheritance way, they are facing the extinction situation. This article aims to clarify issues, by building the protective effect evaluation model based on stakeholder theory, and find out what are the main factors, analyses the traditional handcrafts intangible cultural heritage’s current protection situation. Then design protection system to protect it, therefore we can promote traditional handcrafts intangible cultural heritage into virtuous circle and sustainable development.The paper is divided into six sections:Part I is an introduction, include:background and significance, research content and methodology; review on the domestic and international traditional handcrafts intangible cultural heritage research results is analyzed; theoretical foundation.Part II is the system of traditional handcrafts intangible cultural heritage, including definition, important value, and divided the traditional handcrafts intangible cultural heritage to nine categories, then elaborated its features.Part III the focus of the paper describes the protective effect evaluation model construction, including:the necessity and significance, selecting indicators’selected principles; model building, weight determination and conclusion.Part IV describes protection system construction, including:protective objectives, protective principles and protective measures; all of them are from five perspectives, local government, tourism enterprises, visitor, community residents, inheritors.Part V is to study on Yangjiabu woodblock New Year pictures, through the empirical analysis of the protection effect evaluation model, and then according to the evaluation results, to discuss the region’s construction of protection system.Part VI is the conclusion and thinking, to summarize the research results, and analyze limitations and shortcomings.
