Research On Optimization Of The Intangible Cultural Heritage Inheritors’ Protection System

Since 2003 china joined the "convention on the protection of intangible cultural heritage" of United Nations formally, our protection work of intangible cultural heritage has been gradually on track, especially for the protection of intangible cultural heritage inheritors, by making a series of protection and support measures, it alleviates the difficulties during the transmission of intangible cultural heritage. However, with the change of era of social development and people’s survival and development conditions, the original system in the enforcement of the defects and problems gradually reveals.The paper aims at the research on system-optimizing of intangible cultural heritage inheritors. Take Min opera, Fuzhou Pinghua and Chi Yi as the research objects, the paper uses the method of literature research, the analytic hierarchy (AHP), field investigation and questionnaire analysis to build the evaluation system of intangible cultural heritage inheritors. Through the ways of questionnaire and interviews, the paper analyses the current situation, problems and reasons of inheritance system, based on which put forward the thoughts and measures to optimize intangible cultural heritage inheritors system.This paper mainly includes four aspects:first of all, clarify the purpose and meaning of the paper, discuss the current research of intangible cultural heritage inheritors system domestic and overseas, introduce the method and thoughts of the paper, define the concept of intangible cultural heritage inheritors system, in the meanwhile, some concepts such as government behavior of externalities, moderate government intervention, institutional change and cultural ecology used in the paper. Secondly, the paper presents the development of intangible cultural heritage inheritors system and introduces the current situation of Fuzhou traditional opera and folk art forms inheritors system. Thirdly, the paper uses analytic hierarchy process (AHP) to investigate the satisfaction of intangible cultural heritage inheritors system by distributing questionnaires including 17 specific evaluation indexes. At the same time, the paper analyses the result of the questionnaire, from which draw the problem of intangible cultural heritage inheritors system in two aspects, and make a analysis through government, inheritors and society respectively. Finally, with the guidance of the main idea of perfecting the system content, improving the efficiency of system execution, and providing sufficient institutional guarantee, the paper proposes five measures to optimize the intangible cultural heritage inheritors system, including set up the government legalization consciousness responsibility consciousness, consummate the inheritors’ support protection system, establish the system of coordinated interaction, enhance investment to guarantee the system implementation, create a good social atmosphere for system implementation, etc.
