In twenty-first Century, the world has entered into a public crisis-prone era, various natural disasters, social accident, social security incident and public health emergencies frequently straight up. How to effectively deal with the public crisis has become a global consensus. The current start of the Western countries in this regard has accumulated a lot of valuable experience, which was worth to us to draw lessons from them, but in view of our country’s national conditions, we can not copy the mode of the Western countries to deal with public crises crisis management. At present, China should have a lot of Public crisis management mode,for example center management mode. A three-dimensional rescue model and so on. at the same time we should see the new features of the public crisis incidents, the crisis is becoming more and more complex, which often break through certain regional boundaries, including national boundaries, inter-provincial boundaries and inter-regional boundaries. It can be said that the crisis is not limited to particular countries and regions, but presents a global, cross-regional characteristics. Once the regional public crisis erupted, causing the disaster will have greater destructive power than the past crises, which need to respond to regional public crisis events among local governments to act with united strength, together with each other, strengthen communication and minimize the hazards of the crisis event.Needless to say the government as the main body of public crisis management has no doubt, exploring regional cooperation more intergovernmental cooperation. First of all, we need to understand the public crisis management cooperation is to establish what is logical starting point of the public crisis management, regional cooperation is based on synergetic theory, resource theory and logic of game theory in the foundation, in the foundation of the public crisis management cooperation which was able to achieve benefit from the regional public products; single supply of regional public products; spatial form the reasonable flow of regional public products. It is these factors makes the emergence of public crisis management has become a possible regional cooperation. Conditions appears in the form of the public crisis management, regional cooperation need to be further explored. The views of scholars are unable to agree, it combines with the situation of China public crisis management cooperation should be divided into the following three levels:the cooperation between different countries; regional (state, tribal, federal etc.) cooperation; regional cooperation.Although our country scholar has more productive in the public crisis management field of regional cooperation, China has to further deepen understanding the importance of regional cooperation in the public crisis management; the initial formation of regional cooperation system of public crisis management; public crisis management cooperation field gradually expanded; regional cooperation degree is being deepened ceaselessly. But there also stabled many problems:Lacking of system of regional cooperation law.; regional cooperation in the field of regional cooperation is fewer; lacking of motivation; regional resources integration degree is not high; regional cooperation mechanism of supervision is weak; regional cooperation participation is fewer. These problems is caused by a variety of reasons, therefore in order to promote China’s public crisis management mechanism of regional cooperation of complete as soon as possible, in order to enhance China’s public crisis management capacity, which in the construction of China’s public crisis management mechanism of regional cooperation and put forward the following ideas: perfecting regional cooperation system of laws and regulations; expanding the field and depth of public crisis management regional cooperation; increasing regional cooperation incentive factor; improving the regional cooperation in the resources integration degree; strengthen the regional cooperation in supervision; regional cooperation should be diversified development; constructing smooth regional cooperation communication mechanism. Striving through the above ideas to improve our current public crisis management regional cooperation mechanisms, continuing to explore a certain extent in mutual cooperation exchanges to enhance the strength our overall response to a public crisis management.
