With the deepening and rapid development of globalization and regional integration, the regions of the world are closer and closer together. People enjoy the huge benefits, on the other hand, public crisis increase frequently, and bring greater challenges. This requires world-wide and regional co-operation to govern public crisis. Since reform and opening up, economic and social have rapid development, but public crisis occurred with increasing frequency, affecting increasingly broader in scope. In recent years, most of our cities and regions are influenced by the foggy haze.Public crisis is becoming an unavoidable problem which is an impact of the economic and social further development. In crisis management, government, especially local governments should play a leading role and be able to mobilize social forces effectively and integrate the various resources together organically. Faced with frequent, complex, widespread and serious public crisis, the existing crisis governance has become increasingly powerless, so it needs to break through to think in a new way, and apply theories and methods to control them as a whole.As a whole and system concept, this paper explored the public crisis of trans-regional cooperation in governance issues. Firstly the public crisis in the background, significance, related concepts and definitions, literature, research, and study on the introduction and discussion of the methodology was appropriate. Then elaborated the theory of governance and coordination theory and other theories, studied the internal logic of public crisis management across the region, cooperation between the two sides after the merger as a whole gains combined overall costs, and a single main income of its costs on the basis of this hypothesis, design a trans-regional mechanism for public crisis management of local government cooperation framework. Then, some theories discussed, such as good governance theory, synergy theory and transaction theory. Refining that the internal logic of cross regional public crisis of governance. Proposed a research hypothesis that the overall revenue of cooperation is much more than a single action, and the risk is less than the risk borne by the cooperation undertaken acting alone. Designed a public crisis management framework based on local government cross regional cooperation mechanisms. Build a governmental cooperation of cross regional cooperation mechanism theory of public crisis cooperation under the synergy theory and the transaction theory. Designed a cross regional public crisis of governance processes of local government cooperation mechanisms. Described these three stages, the preventive stage, the reaction stage and rehabilitation stage, of cross regional cooperation in public crisis of local government. Then, demonstrated the reasonableness of cross regional cooperation of local government public crisis management mechanisms by analyzing the characteristics of cross regional public crisis, background and local governments have the ability to cooperate. And demonstrated the scientific of cross regional cooperation of local government public crisis management mechanisms by comparing the differences of crisis management cooperation mechanisms in this article and the previous crisis of governance. Last, based on the foregoing discussion and analysis, this paper proposed three recommendations that first, improving cross regional mechanisms, rules and regulations in public crisis management system;second, building an organization structure to promote the synergy of cross regional cooperation in public crisis management;third, ensuring devote sufficient resources in cross regional public crisis management cooperation.
