With the deepening of the reform and opening up in China, the process ofmarketization is ceaselessly accelerating, the industrial structure is Continuous adjustment,the demand of employment of the formal employment sector is declining,the flexibleemployment has been to be an effective way to solve the problem that labor market supplyexceeds demand in our country. With the number of flexible employees increasing,flexible employees pay more and more attention for their life and the employmentpromotion after losing their jobs. The unemployment insurance for flexible employee isnot perfect resulted in a large number of flexible employees to exclude unemploymentinsurance outside, which affect the sound development of flexible employment anddeviate from the goal of social insurance. From the life protection and promotere-employment of the flexible employees as a starting point, and this paper base on thebasis of the unemployment insurance theory and mechanism design theory.Firstly, the paper introduces the life condition of income and expenditure of theflexible employees in the job or unemployment. This paper estimates the scale of flexibleemployees and the coverage of unemployment insurance, Then introduce the personnel offlexible obtain employment unemployment insurance expenditure status and expenditurestructure of the status quo, as well as the employment situation.Secondly, according to the tatus quo of life guarantee and promoting re-employmentof the flexible employees, this paper found some problems that between the level of lifeguarantee and the coverage of unemployment insurance are low, the employmentpromotion agency are lack of motivation. And using diagnostic tool such as game theoryanalyses the existing problems, points out that China’s laws and regulations is not sound,flexible employees cannot afford the unemployment insurance,and security of life andemployment efforts in promoting small wait for a reason.Thirdly, the paper draws lessons from foreign life guarantee and obtains employmentpromotion measures for flexible employees. this paper combines with the actual fact, andbuilds the linkage relationship for the government, flexible employees, employment agencies and vocational training institutions, and social public. Besides, this paper formlinkage mechanism between the life guarantee and promoting re-employment for flexibleemployees, so that ensure their basic life and re-employment without employment.
