Study On Administrative Costs Control Of Government

The "Eleventh Five-Year" period, the Party and the Government have putforward the idea of building conservation-minded society, However, in theprogress of building a conservation-oriented, the government should not only playa role of advocate of the idea but also act as a pioneer in the practice.Thegovernment should devote the attention to structuring the conservation-orientedgovernment. Viewing the status of our government at this phase, the governmentshould focus on controlling administrative costs effectively and improvingadministrative efficiency during the period of building the conservation-orientedsociety.According to the articles "China Statistical Yearbook2011, and “InternationalStatistical Yearbook2011data”, the author has analyzed the changing of GDP whichwas caused by the reform and open policy among the last30years、the financialexpenditure、the costs of administration and the relation of data that were countedfrom1978to2010, the author also has made a horizontal comparison of theadministrative costs among the countries in the world. From the comparison wecan observe the current situation of costs-controlling. At the present stage of the totaladministrative costs remain in a high status. However, such growth which has takenthe lead from GDP and the financial expenditure for a long time is still at a highspeed. The scale of government is overweight, and the costs of administration haslost the its own balance of structure. There is a serious waste of public spending,the budget has not been well managed. The phenomenon of rent-seeking highlightsseriously.According to the analysis, we can summarize the reason why the administrativecosts highlight and divide it into three parts:the first reason is concept. Because ofthe concept of self-value and “benefit is higher than all”, our administrative staffs arelack of the concept of cost-efficiency. The second reason is policy. In the management system of our government, there exist some leaks that leads the wastesof administrative costs. The last reason is behavior. The ways of management are notproper so as to expend lots of administrative costs, however that lower theefficiency.In the end of this article, according to the analysis of the situation ofcontrolling the administrative costs and the analysis of reasons, combining theanalysis with the condition of our nation,I come up with four effective policies:First,we can confirm the scales of governments reasonably、define the functions ofgovernment reasonably、set the governmental construction scientifically、reduce thenumber of administrator and improve personal quality of administrator.Second, wecan consummate the design of policy. And perfecting the policies of management、budget、government procurement、check-up system，we can reduce the costs ofadministration as well.Third, we can discover a new way of governmentalmanagement, and carry out policies roundly according to law. In the other way,weshould fulfill the decisions scientifically, in the mean time we should carry out thepolicy of business-online and create a new way of management.Fourth, tocomplete the surveillance we should put the strength on it, strengthen thesurveillance and the process、expand the main part of surveillance and increase thefight against corruption.
