Research On The Performance Evaluation System Of Inter-government Cooperation

Along with the rapid development of economy and society, the need of inter-government cooperation has becoming more and more eagerly, and even becomes astrategic choice for developing a grand area. However, because of local benefits, aswell as some certain problems between the mechanism of intergovernmentalcooperation, for example, bounded by the inherent cooperate models, it’s not thatoptimistic for the local governments to share and utilize social resources whileprocessing a positive administrative performance. Therefore, the construction ofperformance evaluation system of local government cooperation may release theincentive effect, urge local governments to fulfill contractual obligations andundertake the responsibilities of regional development.Study the local government cooperation of the Yangtze River Delta region, thelargest city group of China, means a lot. For example, the Caohejing DevelopmentZone, a cooperation case between Shanghai and Zhejiang, Jiangsu two provinces, hascreated great achievements for adjusting industrial structure, and stimulated regionaleconomic vitality, which is a beneficial try can be shared. However, at present, giventhe lack of performance evaluation management activities effectively on localinter-government cooperation in Yangtze River Delta, it’s quite difficult to make the judgment or proceed scientific guidance on overall development of the grand region.The comprehensive treatment of the ecological environment in the Yangtze RiverDelta region is such. Although local governments at all levels have consensus onimproving public environment, but for the consideration of cost and benefit, littleefforts are being paid, which affects the overall regional cooperation progress.This paper, based on the study of domestic and foreign scholars on the researchresults of inter-government cooperation, together with the theories of performanceevaluation, and learning from the Yangtze River Delta Regional PerformanceEvaluation Index System proposed by Shanghai Academy of Social Sciences, thewriter puts forward a suitable performance evaluation system for cultivatinginter-government cooperation, starts from discussing following two aspects: valuesystem and operation system. Combined with the real cooperation predicament ofYangtze River Delta, the writer raises eight proposals, including innovate evaluationconcept, clear assessment principles, optimize target design, unblock the evaluationchannels, improve the legislation, strengthen the supervision, and take moreadvantage of evaluation results, hoping that through the optimization anddevelopment of regional cooperation performance evaluation system, the localgovernments can change cooperation attitude and improve their administrativeperformance, actively carry out the public management and service to meet socialdemands, and eventually benefit the regional development.
