Since the global economy,regional organizations around the world have sprung up and flourished.In order to better promote regional development and coordinate regional disparities,economic regions emerged from the early Beijing-Tianjin-Hebei region and the Yangtze River Delta region to the later Pan-Pearl River Delta region.It cannot be denied that they have all achieved good development.However,the economic growth has also spawned diverse and complex regional problems.In the past,public issues were relatively simple,and they could be alleviated or properly resolved by the power of a single administrative subject.However,with the continuous development of the social economy,public issues such as transportation,environment,and public health have become increasingly complex and diverse.The efforts of the administrative body can no longer solve these regional problems.In addition,these public problems not only seriously affect the quality of life of the people,but also hinder the development of the city,which in turn affects the economic development and progress of the region.Therefore,the importance of effectively solving these public problems has long been self-evident.Although in recent years,the academic and power exercise subjects have carried out multi-channel exploration and practice on the solution of regional problems,and have achieved corresponding results,but through practice,it is found that the cooperation between the private sector and the public sector is unstable,and Under the current system in China,government departments are more authoritative than any other department.Therefore,how to promote inter-governmental cooperation can play a long-lasting role in solving regional public problems,such as the more prominent air pollution and water pollution problems.This paper defines the core concept of continuous cooperation,and discusses and analyzes the definition of continuous cooperation,explores the specific characteristics of continuous cooperation,grasps the internal law of action,and introduces the institutional collective action framework.The transaction cost theory further analyzes and explores the possible factors affecting the continuous cooperation between governments.Through the analysis of the influencing factors,the factors affecting the specific context of sustained cooperation between governments are the mechanism of action.Taking the inter-provincial agreement generated by the Pan-Pearl River Delta regional cooperation as the research object,the statistics of the inter-provincial agreement data of the Pan-Pearl River Delta from 2003 to 2017 are statistically compiled and explained.The government mainly studies the government from the two dimensions of time and cooperation.Cooperative behavior.Mainly through case studies and other methods,to sort out the current status of inter-governmental cooperation in the Pan-Pearl River Delta region,to verify whether its cooperation has continuous characteristics,and to explore the problems in cooperation,through theoretical guidance to explore solutions to provide benefits Policy recommendations for intergovernmental continuous cooperation to address cross-regional public issues more efficiently,accurately and quickly.The results of the study indicate that there is still a problem with intergovernmental cooperation in the Pan-Pearl River Delta region,and although some areas of cooperation continue to improve,improvements are still needed.While proposing policy recommendations,it has a positive role in promoting regional coordinated development and construction in China,and it also has broad reference and reference value for other urban agglomerations(Beijing-Tianjin-Hebei,Yangtze River Delta,etc.),more important for the country's regional development documents have important practical significance.
