The Comparative Research On The Chinese And American Governments’ Response To The Severe Natural Disaster

Strengthening the emergency management of the severe natural disaster has become one of the worldwide problems since twenty-first century. After suffering from the2008earthquake in Wenchuan and the snow storms, our local government came to realize the significance of strengthening the disaster emergency management and establishing a thorough management system of disaster emergency response, which has been a crunch time mission. Due to the historic backgrounds, America owned a dominant position in dealing with the disaster emergency, from which China has met with an urgent and important issue of constructing and perfecting our management system on severe natural disaster. Basing on this phenomenon, the paper put forward that our local government should draw lessons from American successful models and advanced experience through the comparative research.The paper began with analyzing the role and responsibilities of local governments in disaster emergency management between two nations, and afterwards, the comparison of the two disaster emergency managing systems followed, and it enlarged from three aspects--the preparation before the disaster, emergency response and recovery after it, to undergo the comparative research on the countermeasures between the two nations’local governments, from the view of political science, management science, sociology perspective, applying the methods of comparative analysis, literature method, empirical analysis and so on. On this basis, the paper aimed at the treatments of improving the Chinese local government’s emergency management respond to the disaster, and focusing on practice of Chinese economic and social development level, not blindly moving over American models. To achieve this goal, the paper put forward five suggestions:Mobilize social force, and construct the whole staff participation mechanism; Establish a perfect plan system, and strengthen the plan, exercise and management; build the information management system, strengthen government’s natural disaster emergency management mechanism construction; Perfect the relief of the government disaster management system.
