Study On Problems And Countermeasures Of Coordinated Disaster Management In Beijing-tianjin-hebei Region

After the Wenchuan earthquake in 2008,the research on natural disaster management has developed rapidly in China.Natural disasters follow each other closely and bring huge economic losses to the country every year,which is not conducive to the stable development of society.The beijing-tianjin-hebei region is located in the key region of north China,and the casualties and property losses caused by natural disasters make coordinated disaster management particularly important.Since the Yangtze river delta and the pearl river delta,the construction of regional integration has attracted great attention from the state.The main body of disaster relief is gradually moving from single body to multi-body coordination.We must to solve that how to carry out regional multi-agent coordinated disaster management.At present,the coordinated disaster response system in Beijing,Tianjin and Hebei is not perfect,and the coordinated disaster response ability is poor.Starting from the concept analysis of collaborative governance,this paper discusses the realization path of natural disaster management in the coordinated development of Beijing-tianjin-hebei region.Firstly,this paper analyzes the current situation of coordinated disaster management in beijing-tianjin-hebei region by expounding the concepts and theories of government disaster response and collaborative governance.Secondly,the paper introduces the vulnerability and influencing factors in the coordinated disaster management of Beijing,Tianjin and Hebei,and finds that there is a lack of effective communication between the governments of Beijing,Tianjin and Hebei,the disaster response mechanism is not perfect,and the people's awareness of disaster response is weak.Finally,based on the problems existing in the course of Beijing-tianjin-hebei synergy should disaster,put forward to strengthen the construction of laws and regulations,establishing the Beijing-tianjin-hebei should disaster management committee,the government should promote Beijing-tianjin-hebei disaster ability,the construction of Beijing-tianjin-hebei should disaster management platform and so on,put forward the construction of Beijing-tianjin-hebei warning,regulation and control of resources sharing platform and post-earthquake recovery and platform coordinate system should be disaster.It is hoped that these Suggestions can help the Beijing-tianjin-hebei region to coordinate disaster management and strengthen the level of disaster management.
