The Research On The Problems And Strategies Of Responsible Government Constuction In Yunnan Province

As the world and China undergo tremendous changes, and the socialist market economy gradually improves, establishing a responsible government becomes a necessity for the country. It also suits the need to enhance executive capability and political culture and to promote the modernization of Chinese society, In order to improve the efficiency of Yunnan provincial government, recently the project of establishing responsible government was launched in several aspects to speed up the development of the province. Therefore, how to figure out the specific steps of responsible government establishment has become a hot social topic in the course of government reform.The Great Britain was the first country in the world that gave birth to responsible government, and its appearance had profound effects on the international political science. Western scholars put forward the theories of people’s sovereignty, social contract and equivalence between power and responsibility. They have made in-depth and systematic study in the fields of public power execution, government performance evaluation and the founding of accountability system. Nevertheless, their Chinese counterparts have put emphasis on the research of government institution, performance and responsibility. As an echo to the heat in the academic circle, the abovementioned issues have also been highlighted as a priority of Yunnan provincial government’s reform progress.Under these circumstances, this paper made a through study on the advance of establishing responsible government. By means of defining the scientific connotation of government’s responsibility and responsible government, recognizing its components and their interrelations, the author made efforts to bring forward a comparatively effective theory of conducting responsible government, which stated that in the process of government transition, the update of theory is the premise, the institutional construction is the key, building limited government is the shortcut, while strengthening supervision is the guarantee. Besides, the question of how to improve the above factors was also discussed in the paper.
