Emergency Management is proposed to deal with a number of accidents anddisasters, government and institutional sections take the necessary measures tosafeguard public security of lives and property management before,during and afterv theemergencies.Human resources are decisive force and play an extremely important rolein emergency management, hunman resource is an integral part of the emergencymanagement system. Government and relevant departments pay special attention to theenthusiasm and initiative of the mobilization of personnel, and gradually establish aunique emergency human resources training system management, deployment of thesystem, the backup system. And in the course of practice to establish institutions andsystems to protect and develop emergency human resources to achieve the developmentgoals of the optimal allocation of human resources and utility maximization.When public emergencies occur, whether the emergency personnel can beconfigured to the appropriate positions, to some extent, the emergency management canresponse to the final results. According to the grid, human resource allocation theory and thespecial nature of the emergency deployment of human resources, proposing emergencydeployment of human resources grid model. The model is the high degree of sharingthat emergency human resources from traditional regional and sectoral restrictions inlimited period of time to achieve effective allocation of human resources, in turn,scientific, rapid and effective solution to solve the crisis event.
