According to the study of the "mass incidents in2012", the group incidents stillcontinued to show high momentum with many new features. During the process ofsolving frequent mass incidents, the Party and government have spent a lot ofmanpower and material resources, which consumes ruling resources and governancecosts of our Party and contains China’s political changes and economic developments.In order to provide a secure and orderly environment to implement, we must do well inthe "stability maintenance" work and handle mass incidents promptly and properly,otherwise it would affect not only the process of economic development, but alsoundermine the Party’s ruling orders, legitimacy or mass base, even ultimately threatenthe Communist Party’s ruling security. The article is based on the perspective of thegroup events, aiming to analyse the incentives to the Chinese Communist Party securityand suggest proper solutions.The paper mainly consists of four parts. The first part outlines the theory of the"mass incidents and governing security overview", that respectively overview of theconcept of group events, the nature, classification, development trends, as well asgoverning security connotation, state, impact factors and provides necessary theoreticalfoundation for future research. The second part is about "incentives of mass incidents inChina", which analysis incentives of mass incidents from the four dimensions of thepolitical, economic, cultural and social perspective. The third part makes analyses of"the affect of mass incidents to the Party’s governing safety", which reveals massincidents serious challenge governance security issues from the work style of the Partygoverning philosophy, governing legitimacy, working capacity and pointed out theimportance and urgency of the party governing safety. The fourth part explores the"preventing group events and consolidating the Party’s governing safety", investigatescountermeasures from the perspective of governance concept, governing legitimacy,Party cadres and mass work capacity.
