The Research On Dealing With Mass Incidents By The Communist Party Of China

In the mid1950s, there were a series of mass incidents had taken place in manyplaces of our country, such as farmers withdrawing from the cooperative, labor strikesand student strikes and petitions. For this, With Mao Zedong as the core of the firstgeneration of collective leadership analyzed the causes of these mass incidents in depth,treated the objectivity of mass incidents scientifically, proposed measures to preventthe occurrence of mass incidents and put forward the basic principles and methods ondealing with mass incidents. This series of basic experience of governance massincidents formed Mao Zedong Thought about dealing with mass incidents.After the reform and opening up, with the development of Socialist constructionand the acceleration of interest transformation various social contradictions which hadbeen hidden for a long time became increasingly prominent, and then broke out in theway of large-scale mass incidents. The second to fifth collective leadership of ChineseCommunist Party further summarized and developed our party’s basic experience ofgoverning mass incidents. That new idea of the experience enriched this valuabletreasure greatly: Subsumed mass incidents into the orbit of l egalization， turned thetheory to focus on post-processing into beforehand prevention, treat the balancing ofinterests as the main method of dealing with mass incidents. And it also concerned onthe basic experience of social management’s creativity in mass incidents.This paper point out problems existing in dealing with mass incidents by our party,on the base of the experience above mentioned. And standing on the perspective of theruling party, it also put forward relevant countermeasures. The third part of this articleanalyzes the problems of the ruling party in dealing with mass incidents. It includesfour aspects:" stability overrides everything" alienated to rigid stability maintenance;The absence of mass viewpoint occur when the ruling party deal with the massincidents;Be lack of source control mechanism for the social contradictions; Thesystem and mechanism of the emergency management is not perfect.Based on the existing problems and the basic experience of the ruling partydealing with the mass incidents, the fourth part of this paper proposes corresponding countermeasures: Turn the rigid stability maintenance into flexible stabilitymaintenance; Strengthen the mass viewpoint’s construction of the ruling party;Complete the source control mechanism for the social contradictions; Consummate thesystem and mechanism of the emergency management for mass incidents.
