The Study Of Dingxi Municipal Government’s Information Openness

The degree of government information openness is one of the important standards of measuring the development level of democracy and rule of law of a country. Since the second half of the20th century, establishing openness system of government information centered by Open Information Law has become a global tendency. Building government information openness system of China demonstrates the modern service-oriented government’s representation of the objective requirements of the public, and manifests the seeking of citizens’wishes. It is a major means of ensuring the public’s rights to know, to participate and supervise.After the enactment of Government Information Openness Regulations of the People’s Republic of China, local governments advance the establishment of the open system. Similarly, Dingxi municipal government builds an open platform that relies on various administrative carriers and sets up a slow-release mechanism, promoting the establishment of Sunshine government and service-oriented government.Employing document research, theoretical analysis, comparison and other methods, the thesis conducts an empirical analysis of the implementation effects of the Dingxi municipal government information openness, based on the in-depth understanding of its implementation condition. The thesis, after summarizing the achieved success, gives a comprehensive analysis of the problems and reasons in government information openness.Aiming at the factual problems, the study learns from the advanced experience of foreign countries. Applying people’s sovereign rights theory, rights to know theory, information asymmetry theory and government resources sharing theory, it puts forward suggestions for perfecting Dingxi municipal government information openness as well, combined the process and future tendency of domestic reform.
