Research On The Civil Servants Incentives Of Government Entry-exit Inspection And Quarantine Departments

Just as the proverb goes, to be a good general have to conquer the heart of peopleat the first place. The inspection and quarantine department staff bear theinternational security, product quality safety and enhance the level of trade, promotetrade and economic development function. The inspection and quarantine system civilservants relative to other civil servants have their different characteristics, we needcombined with its characteristics, setting up a set of perfect and effective incentivemechanism to arouse their working enthusiasm and creativity, so as to betteraccomplish mission given by the state, and enhance the inspection and quarantinesystem of the entire group fighting capacity and cohesion, and guarantee to improvethe administrative efficiency.Based on the full analysis of the domestic and international relevant talentincentive theory basis, this paper thinks deeply about the current situation of the Ainspection and quarantine bureau civil services’ characteristics and incentivemechanism,with the method of documentary research, empirical analysis, comparativestudy and system. The author thinks that, although A bureau in accordance with theprovisions of the civil servant law has formulated specific measures department forcivil servant incentive, and achieved positive results, such as basic wage increase,assessment system gradually standardized, flexible approach to training,rewards andpunishments clearly, civil servants resign and discharge system gradually implementand improvement, etc. But the current civil servant incentive system has manyproblems, such as lack of career planning, income averaging treatment, assessmentand incentive mechanism is not perfect, hard promotion, etc. Based on this, this paperin the inspiration of the new public service and the new public management theory,put forward the concepts、principles and the measures to improve the civil servantincentive mechanism of the inspection and quarantine system, so as to improve theinspection and quarantine system the work of our civil service efficiency, ensure thesmooth development of our country economy, guarantee the agriculture, forestry,animal husbandry and fishery production safety and people’s health, maintenance ofthe parties involved in foreign trade legal rights and interests and the normalinternational economic and trade order.
