CIQ is the guard of the country,protect the health and safety of immigration officers, prevent epidemic diseases passed in and out, ensure the quality of export commodities to ensure the smooth progress of the task of international trade. Inspection and quarantine agencies have many enforcement powers, administrative punishment especially.The more frequent use of administrative punishment,the greater impact on the relative interests. Inspection and quarantine laws and regulations that exist in practice administrative penalty is not uniform, the lack of effective regulation in punishment discretion and procedures system, the lack of effective supervision and restriction mechanism will inevitably affect the fairness of law enforcement, harm the rights and interests of foreign trade relations.Legitimately and normatively use the inspection and quarantine punishment rights is not only the responsibility of the administrative law dictates, but also a necessary requirement to promote the healthy development of foreign trade.Take inspection and quarantine administrative punishment for research study, this article is consists of three parts.
