Comments On EU Aid Plan Tarsis Russia

The90s20century is an important period during which therelationship between Russia and European Union (EU) gained greatdevelopment. In this period, both of them subscribed 《Partnership andCo-operation Agreements》(PCA), which was regarded as “a documentthat having historic effects in the process of establishing the UnionEuropean Partnership between Russia and EU. PCA has turned into thedirective document in shaping the relationship between Russia and theEU; it also established the framework, which is concerning to politicaldialogue, commerce, investments and all levels of economic and socialcooperation, that can guide political and economic developmentsbetween these two partners.In order to help Russia change its economy into market oriented assoon as possible and recast Russia according to western democraticsystem, the EU has laid down the Tacis plan (Technical Assistance to theCommonwealth of Independent States) and make it the implementalinstrument of the RU-EU’s 《Partnership and Co-operationAgreements》.This plan covers different fields including political,economic, and social departments, and it also stipulates that EU providestechnical assistance to Russia. Tacis went into effect in1991and willend in2007as EU intended. As one of the important implemental meansand tools of PCA, Tacis was the footstone in developing the RU-EUrelationship.This paper begins with the development between Russia and the EUand traces the evolution of RU-EU relationship during the1990s bydescribing the implementation of Tacis plan in Russia.
