Human resources are one of the most important strategic resources of customs reform and development in the modern customs system. China’s export-oriented economy is rapidly developing to a comprehensive, profound and multi-segment level but the contradiction between the rapid business growth and human resources has prevented the development of customs human resource. New challenge occurs from the strict control to institutional setup and administrative headcount by the central government, and the demand for increasing customs institutions and staff by local governments. In recent years, the national customs carrying out in-depth study and practicing the scientific concept of development activities, adopted various measures for rational allocation of human resource, and obtained certain achievements. Meanwhile, it’s a still tough task to further complete reasonable allocation on human resources. To further optimize the customs supervision service, solve the contradiction between the rapid business growth and the relative deficiency of human resources, prevent risks of law enforcement and a clean and honest administration, establish China customs to "reassure the CPC central committee, and satisfy the people’", to realize scientific development, it is necessary to take reform as motivation, leverage innovation for development, and strive to solve the unsuitable sections of the past human resource allocation, establish the human resources management mechanism that accords with the requirement of a big supervision system, and constantly adapt to the new challenge and new requirements brought by the reform and development.At present, human resources allocation situation and achieving the second step development strategy goal of modern customs system still exist some gaps in Harbin customs of PRC. For example, the shortage of first-line enforcement personnel; the uneven busy situation among divisions of the state customs, among the local branches, among divisions of local branches; uncertainness between responsibility and rights, frequently happening overlapping functions, and inefficiency in operation; imperfect detailed management, weakened implementation ability and so on. All the above will be impeditive to long-term development of Harbin customs, and should be improved through feasible methods. This paper, taking Harbin customs as a study case, deeply researches within Harbin customs and its branches. Based on circumstance of Harbin customs organization setup and officer age, educational background, professional constitution, analyzes such current human resources management situation as the human resource allocation in functional division of labor, institutional setup and performance management and so on. Insisting on the principle of "unified planning, whole advancement, internal tapping latent potentialities, integrated innovation, classified guidance, dynamic management, control and protection, ensure first-line", the paper provides suggestions on promoting human resources allocation, strengthening the talent team, enhancing the construction of organizational culture to firmly establish the scientific human resource management idea, leverage the connotative development approach, take core value as improving the methods of management, integrating resources, exploring potential and improving human resources efficiency, and increase incentive methods and trainings to human resources, make highly-qualified management team, fully mobilize the enthusiasm for the team, make the human resources allocation benefit to first-line, improve human resources management to a higher level, provide strong organization guarantee and talent support to optimize the customs supervision and service, fully perform checking service functions.The author, working on a large number of books and leveraging methods of literature review, the comparison, and questionnaires, takes study on management, organizational behavior and human resources science into reform of Harbin customs human resources, hoping to give any innovative and helpful ideas or methods.
