With the rapid change of the social and economic situation, the human resourcemanagement (HRM)has become increasingly prominent. The state Taxation Department, as amajor part of the public administration departments, undertakes collecting wealth for our countryand bears the honorable mission for the tax,which holds the adjusting lever for the countryeconomic development,provide a powerful material part for building a harmonious society andimprove the people’s living standards. As the specific undertaker, the grassroots tax departmentseems significant to build an efficient, professional tax cadres. However, as far as thepractical situation of HRM in grassroots tax department, it is bothered by the various problems,such as the unreasonable structures of age and knowledge,, the power shortage of the peopleshifting system, flow of talent, the unsound incentive mechanism and so on.As a basic level worker of Dongying city, the author did a comprehensive analysis of thecurrent situation and the problems of the grass tax department. The author took full use of humanresources management theory, learned from the advanced experience of foreign tax system, andprovided reasonable suggestions to the tax system’s primary human resource managementaround six aspects, such as the deepening of reform, improving team quality, promoting culturaldevelopment, strengthening performance evaluation, strengthening style construction, andimproving the happiness index, which strived to achieve the goal that the tax system can buildthe new system of grass-roots research purposes of human resources.
