The first session of the 13 th National People's Congress was held in Beijing in March 2018,in which the "reform of the national and local tax collection and management system" was clearly proposed.The state and local tax agencies at and below the provincial level will be merged to undertake the responsibilities of tax and non tax revenue collection and management in their respective regions.After the merger of the state and local tax agencies,a dual leadership and management system will be implemented,with the State Administration of taxation as the main body and the provincial and municipal people's governments." The unified listing after the merger marks a key step for the tax department to complete the great reform.How to optimize the allocation of human resources in the grass-roots tax department,tap the potential of human resources in the tax department,and strengthen the optimal management of human resources are the main difficulties that the tax authorities will face after the integration,and also the important issues that need to be solved urgently.This paper starts with the analysis of the difference comparison and makes a double-case analysis and research on the gross allocation,the structure allocation and the quality allocation of the G and s tax bureaus of Guizhou Province,through the use of questionnaires,field research and difference comparison of empirical methods,combined with human resources allocation theory,on the basis of the comparative analysis of G and S tax bureau of Guizhou Province on the organization setup,the basic situation of cadres and workers after the reform of tax collection and management,and the difference of internal department integration and adjustment,the main problems in refining the G and S tax bureau of Guizhou Province are restricted by the system factor,management factor,cultural factor and realistic factor.It is important to analyze the allocation of human resources according to the characteristics of the tax sector,focusing on the rational allocation of human resources to give full play to their potential,increasing the integration of human resources allocation and training,strengthening internal human resources allocation management and establishing a scientific human resources allocation system,this paper puts forward some specific countermeasures to optimize the human resources allocation of the grass-roots tax departments,and helps the tax departments under the reform of the tax collection and management system to continuously optimize the business environment and promote their high-quality development.
