The Chinese government since the1980s the exploration of government information publicity, until, in2008, the government information disclosure regulations over the state of the local scattered legislation.Shaanxi province in1997began a policy to promote the government information disclosure practices, in2005the provincial government executive meeting passed the Shaanxi provincial government information disclosure regulations to complete the legislation of government information disclosure work. In a series of regulations and policies, under the impetus of the information disclosure work in the provincial government have made great progress, but in the implementation of the local government is not satisfactory, In the third chapter in this paper, by means of sampling to select16county in shaanxi province government as the research object, through the analysis summarizes the achievements of local government information disclosure and the existing problems, these problems both with the system construction, also has the problem of information release, both the active and open problems, there is also the question of public according to application.To solve the problems of shaanxi province local government information publicity, from the analysis of the causes of formation of these problems, this paper sums up the formation of information disclosure problem of environment and principal factors, finally, draw lessons from foreign advanced experience, put forward to improve the administrative environment, perfect the public platform and improve the ability of main body participation countermeasures and Suggestions.
