At present, The Chinese government is in a critical transition period, transformingfrom traditional omnipotent government to service government; the legislation systemis not very perfect, highlighting social contradictions. Since the SARS broke out in2003,“decision-making errors”“responsibility” and “administrative accountability”have become popular topics. People and the media questioned the governmentadministrative behavior, calling for service-oriented government, responsiblegovernment. Compared with the developed countries, Research on administrativedecision-making accountability now is insufficient. It is difficult to provide sufficienttheoretical support for building a sound administrative decision-making accountability.This paper tries to identify the deficiency, seek for the reasons and find out a way tointegrate administrative decision-making accountability system by analyzing practicalproblems in the process of Chinese administrative decision-making.This article is divided into four parts. First of all, the author establishes thepractical significance of integrating administrative decision-making accountabilitysystem; and organizes theoretical studies on domestic administrative decisionsaccountability. Secondly, the author elaborates the development process ofadministrative decision-making accountability practice, analyzes reality problems ofadministrative decision-making accountability, and lists several cases of administrativedecision-making errors which should not be blamed. Although ten years have pastsince administrative decision-making accountability began in China, there is nospecific case about administrative decision-making accountability by now. The cases listed in this paper are because of administrative decision-making accountability, butthe legal provisions they obeyed have nothing to do with administrativedecision-making accountability. Thirdly, the author analyzes the reason whyadministrative decision-making accountability has met so many practical problemsfrom four aspects. Finally, based on administrative decision-makingaccountability theory, combined with the practical difficulties, the author tries toestablish an effective administrative decision-making accountability system.
