A Public Official's Privacy With The Public's Right To Know Conflict And Coordination

In the judicial practice and our daily life, the conflicts between different rights have been already exist widely. Among these rights in the conflict, privacy and knowing of the right conflict more representative. Privacy conflict with the public’s right to know is one of public officials has more concerned issues in today’s society. The theoretical, firstly understand the meaning of privacy and the knowing of the right. Then, analyzed privacy for public officials and the public’s knowing of the right conflicts, in order to identify the substance of the two rights conflict. At last, by these two rights in the legislative status of our current conflict between them to explore coordination strategies.In addition to the introduction and condusion, this theoretical is divided into three parts to analyze the public’s knowing of the right and public officials privacy conflicts and coordination to explore the principles and practices of both conflicts. The first part, through an overview about the meaning of privacy and the knowing of right, in order to examine the conflict between two. The second part analyzes the citizens knowing of the regime, the social right, knowing of the right and public officials of personal information privacy conflicts, that means to find privacy and the public’s knowing of the right and the nature of the conflict about public officials. The third section discusses how to determine the privacy and rights of public servants border public’s knowing of the right. To identify the basic principles and concrete measures to resolve the two rights conflict.
