| China is facing the pressures with both overpopulation and aging of population problems; especially the aging population problem is worsening. With the development of living standards, home-based care and community endowment functions increasingly weakened, so it is obvious that the pension institutions can not only meet the demands of the ages’multilevel but also can reduce the burden on the social role of family pension. So how to deal with the "silver-hair tide" institutional pension problems has become realities when meet the challenge of an aging population issue. Therefore, a research for speeding up constructions with the large-scale, procedures and the easy-operation system of the pension agencies, which ensure that older people enjoy the social benefits brought by reform and development, has profound and far-reaching significances.Based on this point-view and related theory of pension institutions, conducted a spot investigation on12pension institutions in Hohhot and a questionnaire survey on220elderly people, this article introduces the problems which influence the institutional pension model development in Hohhot in detail. Combined with the actual current economic and social development of our country, analyzes the demands and problems of institutional care for the elderly. Learn from the successful pension experience in Hong Kong and Japan.
