Investigation And Research On The Application Of PPP Model In The Construction Of Social Pension Institutions

With the increasing aging,our government has been increasing investment in pension institutions.However,the contradiction between supply and demand of pension institutions is still very prominent.Thus,it is of great practical significance to explore the construction of pension institutions.This study will take the application of PPP model in G County of L city to the C project of medical and nursing integration social pension institution construction project as an example to study the related problems of PPP in the construction project of social pension institution.Based on the public goods theory,project differentiation theory and risk management theory,the research uses literature research method,questionnaire survey method and other research methods to carry out research on related issues.The research mainly includes the following contents: based on the current situation of the construction of pension institutions in G County of L city,the applicability and reasons of PPP model applied to the construction of social pension institutions are discussed;secondly,taking project C as an example,combined with the survey results,the application of PPP model in the construction of social pension institutions is analyzed from four aspects: legal system construction,rights and responsibilities of participants,risk management and performance evaluation.The main problems are: imperfect laws and policies,unclear division of powers and powers of participants,inadequate risk management and lack of effective performance evaluation mechanism.Finally,the paper puts forward effective countermeasures for the application of PPP model in the construction projects of social pension institutions,including: improving relevant laws and policies as soon as possible,clarifying the functions and powers of government and non-government participants,and establishing effective risk management and performance evaluation mechanism.
