Russia is a vast but sparsely populated country and for its socio-economicdevelopment and population crisis resolving Russia has gradually introduce immigrantsto enter the country with one of the world’s largest number of foreign residents. A hugeoverseas Chinese immigrants group was formed in Russia due to China geographicalproximity. In the past20years and until now, Russia has been changing and developingthe migration policy, adjusting it to its actual needs. Due to Sino-Russian neighborhood,high political mutual trust, successful economic and trade cooperation, China’s abundantlabor resources, the two countries have a broad space for development of laborcooperation. Studying Russia immigration policy and its impact on Sino-Russianbilateral relations, especially economic and trade relation, is good for two countriesdeeper cooperation developing and understanding.Based on theories of dynamic migration mechanism and production factors flows,the article analysis the phenomenon of foreign immigrants in Russia, talks about itsmigration policy, presents information of actual population and composition of foreignresidents and changes happening in Russia. At the same time the article emphasizesChinese immigrants status changes and its effect. Finally, the article discusses Russianmigration management and migration policy objectives and regulations, combedthrough evolution and evaluation of its immigration policy. Discusses possible impact ofRussian immigration policy on Sino-Russian bilateral relations, trade and laborcooperation, and points out that Russian migration policy is focusing more athigh-quality personnel attraction and canceling the labor quota limits, points out a needof economic cooperation quality improvement, strengthening cultural exchanges andcooperation, and increasing government support in overcoming this challenge.
