Since the founding of the Republic, vigorously abolish the old feudal education, actively develop new education, China’s primary and secondary education gets a rapid development, but the development of education in China’s teacher’s training lags behind, and in a short period of time, a large number of qualified teachers can not be provided for the development of education, resulting in a shortage of teachers. The resource of teachers has always been a major problem in the process of implementing the Modernization of Education for the Republic government, therefore, the government of the Republic actively expands the source of teachers, takes a variety of measures to carry out in-service training of teachers, and actively responds to the problems of teachers in the process of the modernization of education, which ensures the development of primary and secondary education. The measures taken in the teacher training in the republic of China are still meaning for today’s training of teachers. This article will research from the following aspects:The first part:research background, research issues, significance of research, literature review and research methods.The second part:the development of primary and secondary education and the survey of teacher’s resource. After the founding of the Republic, in order to consolidate the new regime, take a series of measures, which is reforming the old education, vigorously developing primary and secondary education to make them a rapid development reflected in education. While the education of the Republic teacher’s training lags behind, unable to meet the needs of the development of education. In addition, due to China’s vast territory and abundant resources, and great differences in different areas, resulting in uneven teacher’s quality in these areas.The third part is:primary and secondary teachers’training in the Republic of China. First of all, in order to address the issue on teachers, the government of the Republic inherited the improved policies of the late Qing ShuShi and continued the training on the private school teachers to adapt them to the needs of the development of modern education,, to solve the problem of the number of teachers’resource in the educational development process. Secondly, took the summer training and built the class for teachers’further study and a variety of measures to carry out in-service training of teachers, to ensure the quality of the teachers.The fourth part is:the effectiveness and complement of the training of primary and secondary school teachers in the Republic of China. The training on the primary and secondary school teachers in the Republic of China is a remedial education, aimed at training a large number of qualified teachers in a short period of time to meet the needs of the development of education, and its impact on the education is far-reaching, it makes an important contribution to the development of the education of the Republic in the national condition of that period. While we see its contribution to education we should see its problems, in order that we can draw lessons from them today.The fifth part is:the inspiration for today’s teacher training. Namely establishing the perfect training system, to strengthen the management for training; based on national conditions, carrying out various forms of teacher training; playing the role of normal universities, to encourage teachers to have further study etc.
