Taking Scientific Outlook on Development as the guidance, the formulation and implementation of population and family planning policy shall not only pay respect to the rules for the development and change of population, but also takes into account the endurance of the realistic society and the masses. It is of great significance to be based on the reality and look into the future to strike a balance in the ’spatial’ differences of the fertility level between Yunnan Province and other parts of China in terms of political scale in a coordinated approach. All these efforts target at promoting the steady decrease in the fertility level and takes into consideration the optimization of the population age structure so as to advance the harmonious development between regional pollution and social economy.Entitled as Research on the Sustainable Implementation of Family Planning and the Difficulties in the Family-Support for the Aged in Rural Areas, this paper conducts in-depth investigation on the family-support for the aged under the circumstances of the implementation of family planning in rural areas from the perspective of family planning policies of national and provincial levels. In accordance with the fundamental principles and research methods of demography, sociology, statistics and gerontology, this paper takes Xinhua Village, Yuxi City, Yunan Province as an example and expounds on the influence of the policy of ’rewarding, supporting, exempting and subsidizing those who follow the family planning policy’ on agricultural population and rural families since its implementation by means of household questionnaires. In this process, much importance has been attached to interactive influence of regional population scale and control of fertility level on the age structure and family-support for the aged. Through the analysis of macro-policy effect and empirical analysis, this paper puts forward the relevant policy suggestions, thus providing theoretical references for the government to improve and fine-tune the family planning policy, tackle the challenges brought about by aging and proactively address the risks of family-support for the aged.This paper consists of five chapters. The first chapter is the introduction part, which discusses about the background and significance of this paper, clarifies the research content and method briefly, and proposes the expected aim and academic innovation.The second chapter is devoted to "comments on views and interpretation of concepts", targeting at introducing and analyzing the research conducted by certain scholars from the perspective of bibliography review. It is mainly about commenting on typical views and interpreting core concepts, which lay a foundation for further research below.The third chapter analyzes the macro-policy of "the Implement of Family Planning Policy and the Need of Family Support of the Elderly in Rural Areas in Yunnan Province". This is also a key chapter of this paper, which is divided into two parts. The first part illustrates how the policy of "rewarding, supporting, exempting and subsidizing those who follow the family planning policy" is implanted and the results brought by relevant policies. Then, the need of family support of the elderly is calculated and analyzed.The fourth chapter is an analysis of a micro sample on "the implement of Family Planning Policy and the Dilemma of Family Support of the Elderly in Rural Areas". It is a unique chapter, which aims to reveal the contradiction between family planning policy and the increasing risk of family support of the elderly through in-depth questionnaire survey, door-to-door interview and analysis of typical case.The fifth part is the conclusion and inspiration part of this paper. This kind of academic view should be helpful to the policy’s adjustment.
