The Research Of Chinese University Autonomy’ Development Process, Problems And Countermeasures

This paper mainly explores the history of the development of university autonomy in China andthe problems under the situation. Then it makes recommendations and puts forward several strategieson how to obtain and carry out the autonomy of universities, through historical research, documentanalysis and text analysis. The author holds that the rights of the university autonomy in China shouldinclude international exchange right, right to social service, admission, independent recruitment andthe rights to the establishment of majors and curricula, independent teaching and research, internalmanagement, capital assessment and independent evaluative comments.Making examples of the universities in the Great Britain, France and the United States the thesisdelves into the University autonomy of sources and the university and sees that the culture of beingautonomous is the soil of university autonomy. The law has guaranteed the obtaining and execution ofuniversity autonomy. Intermediary organizations are as a buffer beneficial to the dealing with therelationship between the government and the university. The government should give more space andautonomy to the university, managing them in an indirect and macro way which is beneficial to thedevelopment of the university.China lacks the tradition of autonomy culture, especially in the university. There is also a stronginfluence from the political centralization and there is an incomplete law system. What’s more, theuniversity commits delinquencies and the autonomy in the university is far from being adequate andhas not been effectively realized. Therefore, the author suggests that in order to acquire and realize theautonomy of the Chinese university, the following two actions should be taken. Firstly, to create anideal external environment is necessary. The party and the political administration should be reformedwith the purpose of establishing a system of the party and the political administration in service of thepeople, reforming the leading and administrative ways of the party and transforming the role and thefunctions of the government. We should also erect a noble cultural view, change the out-datedideology and learn the essence of the western autonomy culture. The country should also strengthenthe construction of the law and seek judicial independence, which are the foundation of the internaland external university management backed up by the law. Moreover, the government shouldstandardize the behaviors of the main body in the market, making best of the intermediaryorganizations. Secondly, to improve the university’s internal administration system is a must. Thereshould be a clear cut between the power of the party and the government. President responsibilitysystem should be amended. The academic nature of the university should be highlighted whilesweeping off bureaucracies. What’s more, the democratic supervision system, such as the staff congress and the students’ congress, should be strengthened and the culture of independence shouldalso be created.
