Since the1990s, with the rapid development of China’s secondary vocational schools and some key ones were upgraded to vocational and technical colleges. Shaanxi Provincial School of Posts and Telecommunications seized the opportunity to upgrade to Shaanxi Posts and Telecommunications College (SPTC), and has made an unprecedented development. However, at this stage, it is under the strong impact of similar vocational colleges, private colleges, independent colleges, undergraduate colleges and universities, and its development and growth are severely challenged. Therefore, it is pressing to carry out strategic management in the College.This paper firstly examines the background and target of the research, according to the status of SPTC with SWOT analysis. It combines theory with practice and objectively breakdowns its internal strengths and weaknesses, and external opportunities and threats, and develops actionable strategic goals and implementation measures. Based on theories of management, business strategic management and education management, the paper consists of six parts i.e. introduction, overview of relevant theories, situation analysis, strategic measures and implementation of SPTC, and the conclusion. It outlines SPTC’s guiding ideology, development philosophy, strategic positioning, strategic goals, and puts forward specific practical guidance programs and support system for the implementation of the strategy. It hopes to solve the theoretical problems of SPTC in strategic management, and provides references for choosing specific development strategies.
