In the spring of2013, our country suffered a haze weather, air pollution is serious,the environment problem becomes a hot topic. Haze is mainly caused by the use ofhigh carbon energy unreasonable consumption, therefore control of such energy andconsumption intensity is the key to solve the haze. The national energy administrationmade clear in the "Twelfth Five Year Plan", the total energy consumption will pollutethe environment, energy intensity is too high,which will cause damage to theenvironment, it is necessary to implement the dual control on the total energyconsumption and intensity. The "double control" can not only reduce energyconsumption, improve the efficiency of the national economy, but also reduce energyrelated environmental pollution, improve the ecological environment. Therefore, thispaper selects panel data of energy consumption, energy intensity and emissions ofsulfur dioxide of2000-2010years in Chinese30provinces and cities, from the spatialeconometric perspective, spatial effects of the total energy consumption, the intensityof environmental pollution.This paper firstly introduces the background and significance of the research.Combs and reviews the relevant literatures at home and abroad, and proposes theresearch mentality and the method. Previous literature has not yet studied on therelationship among the total energy consumption, strength and environmentalpollution at the same time, method just involves all kinds of traditional methods, butthe traditional methods can not solve the problem of spatial dependence. Therefore,put the spatial factors into the analysis framework, build spatial econometric model onthe basis of theoretical analysis, and study on Mechanism of the total energyconsumption, the intensity of environmental pollution.The second part is the theoretical analysis and hypothesis, according to theexisting literature achievements and shortcomings of the three hypotheses were putforward: the presence of spatial correlation of environmental pollution in our country,the total energy and energy intensity; energy consumption, strength of the local area and the area adjacent to the region will influence on the environmental pollution in theregion; existence Kuschnir Azee energy intensity--environmental pollution of theinverted U curve.The third part is the set of spatial statistical analysis and econometric model.Exploratory spatial data analysis (local space and global spatial correlation), test andselect the selection, establishment and spatial econometric model of spatialeconometrics model of spatial weights.The fourth part is the estimation of spatial statistical analysis and modelparameters. The first is through the Moran to have the spatial correlation analysis, thetotal intensity of energy consumption and environmental pollution scatter diagram andLISA cluster diagram. The results showed that, the total energy consumption highaccumulation area is also high emissions of sulfur dioxide accumulation area. Furtherthrough the establishment of common OLS model and spatial error model of spatialdistribution of adjacent variables, the total energy consumption, strength of the localarea and the area adjacent to the region will influence on the environmental pollutionin the region, and that the energy intensity--Environmental Coutts Netz inverted Ucurve, which proves the theoretical hypothesis.The last is the end of the paper, mainly includes the conclusions and policyrecommendations. Only the implementation of the "double control" of the total energyconsumption and intensity, while strengthening the cooperation of the regionalenvironmental governance, to achieve the clear water and blue sky "China dream".
