| To reduce CO2emissions and effectively cope with global climate change has aroused the attention of more and more countries.With China’s further implementation of the strategy of "western development",the economy in guanzhong cities enters a new stage of growth,the carbon emissions in regional urban comprehensive energy consumption and industrial divisions of energy activities present ascendant trend,which bring great pressure to ecological environment construction.Therefore,this paper make study about city carbon accounting and classification regulation in guanzhong region, which can provide references for promoting the shift of the "high carbon economy" to "low carbon economy","high carbon industry" to "low carbon industry", and provide the basis for carbon fair distribution in the small scale region and urban economy sustainable development of guanzhong region.This paper, using the data about comprehensive energy and energy consumption of industry sector during2000-2011,and applying the method of IPCC energy listing,grey correlation model,input-output model,gini coefficient,concentrate on index, responsive coefficient and influence coefficient, the structure decomposition model of LMDI, make study about accounting of direct and indirect carbon emissions, and analyse its influence mechanism of differences in regional and industry departments in Guanzhong,and put forward classification regulation strategies.The conclusion are as following:(1)The city carbon emissions of xi’an,Xianyang,Weinan,Baoji in the Guanzhong during2000-2011present a increasing trend,at the same time,carbon emission intensity shows a decline trend.(2)The urban carbon emissions and carbon emission intensity present space differences in Guanzhong region in2011,the regional pattern characteristics of carbon emissions are as the Xi’an>Xianyang>Weinan>Baoji,the regional pattern characteristics of carbon emissions intensity are as the Baoji>Weinan>Xianyang>Xi’an.The degree of correlation between urban carbon emissions and influence factors in Guanzhong region have certain similarities, it shows that: economic factors>population factors>energy structure>the technical level. The economic development take the biggest role in promoting the carbon emissions,the increasing of per capita GDP is the main factor of carbon emissions increasing,technology level can partly improve the efficiency of energy utilization to reduce carbon emissions.(3)From the perspective of carbon emissions of regional industry sectors,four cities’s direct carbon emissions and indirect carbon emissions and complete carbon emissions present the regional differences,direct carbon emissions are as:Xi’an>Xianyang>Weinan>Baoji,this is mainly because of the influence of industrial economy development; Indirect emissions are as:Weinan>Xianyang>Baoji>xi’an, this is mainly influenced by regional economic relationship and export products;Complete carbon emissions are as:Weinan>Xianyang>Baoji>Xi’an,this is mainly because of the overall economic development and industrial intermediate input.(4)From the carbon emissions of the inside industry sectors, the direct carbon emissions and indirect carbon emissions present differenences among sectors in Xi’an and Xianyang.the production and supply industry of electricity,heat,water is highest in all sectors of direct and indirect carbon emissions,and shows the increasing tend.Xi’an’s direct carbon emissions is higher than xianyang in the transportation equipment manufacturing industry,coal mining and washing industry of xianyang is higher than that of Xi’an. The industry concentration index and Gini coefficient show that the carbon concentration of the two cities are higher,the distribution of carbon emission are uneven,the gap beween high carbon and low carbon in industry is lager.Responsiveness coefficient and influence coefficient also suggest that these industry sectors have played a larger role in promoting the development of the whole national economy, and the national economy department and other departments take a bigger role in pulling those industry sectors,which indirect carbon emission is higher.(5)LMDI decomposition model shows that the degree of dfferent influence factors on indirect carbon emission is different,and there is also a different between the same factors.The scale effect has the biggest influence on indirect emissions,the second is the strength effect,finally is the structure effect,the scale effect is the main factor in increaseing of indirect carbon emissions,strength effect is the inhibitory factors in increasing of indirect emissions,the influence of the structure effect on indirect emissions are both positive and negative,this three factors present certain differences between the departments,the influence of electric power,heat production and supply industry is the biggest on indirect emissions.Finally,the paper proposes carbon classification regulation strategies based on urban carbon emission,which,from the perspective of regions,departments and the comprehensive suggestions,are mainly for carbon emissions from urban comprehensive energy consumption and department directly production consumption and indirect consumption in the process of intermediate input and influence mechanism.In the area,optimize industrial structure and energy structure and mitigate countermeasures to reduce the carbon emission of urban comprehensive energy consumption carbon emissions,and optimize urban consumption structure for export and strengthen regional industry contact to reduce carbon emissions of indirect consumption.In the department,optimize industrial sector and the intermediate input process of direct consumption carbon emissions and indirect consumption carbon emissions in the process of intermediate.In comprehensive regulation, put forward some suggestions to reduce emissions. |
