However, there are still many problems in the construction of ecological civilization system in our country, for which in the report of 18 th Congress Party it has been clearly stated that we must rely on the system to protect the ecological environment, to strengthen the system of ecological civilization construction. Therefore, we must establish a complete system of institutional system in order to ensure the smooth construction of ecological civilization.
