The Research Of The Relationship Between The Economic Development And The Value Of Environmental Pollution In The Northwest Region

The Environmental Kuznets Curve (EKC) describes the characteristics of the pollution of the environment in different stages of economic development. The status of the different pollution indicators can be used to describe the status of the environmental pollution. The "inverted U" curve reveals that human can do something in front of the pollution of the environment. Many scholars want to verify the existence of EKC turning point to alarm the speed of economy to a great extent.Along with the implementation of the strategy of "economic belt and road" and "silk road fund", more and more eyes begin to revisit the west areas of China, especially the northwest regions. The five northwestern provinces through the industry transfer and innovation of technology laid a relatively perfect infrastructure in period of the reform and opening-up policy. But at the same time, the pollution of the environment is also growing. This article in order to build a more scientific and comprehensive indicator to value environmental pollution, and to measure the environmental pollution levels. The index not only includes water pollution, air pollution and solid waste pollution, but also contains other pollution cost through actual operation cost and potential cost. This is an indicator in new view of traditional environmental pollution by converting quantity accounting transition to value accounting. In fitting model analysis, use the panel dates of the pollution of the environment value and GDP index to analysis the model of fixed coefficient quadratic curve; then introduce spatial econometric methods, and explore the value of environmental pollution on the spatial distribution characteristics and dynamic evolution.The main conclusions are:the northwest pollution of the environment value is along with the increase of level of economic development. This cannot be considered denied the EKC model assumption, just because of a turning point not just around the corner. Although the cost to reduce pollution will increase year by year, but in the late stage of economic development, with the improvement of management technology and the progress of concept, we can greatly reduce the cost of contaminants, and the pollution of the environment value will fall. Through the panel data analysis, it is concluded that the relationship between environmental pollution value and GDP shows the characteristics of "inverted U"; and in spatial autocorrelation model, the pollution of the environment value present a strong negative correlation, thus to build the spatial lag model and spatial error model, reveal the influence between the neighboring provincial effect exists. Speed up the cooperation between provinces of Northwest area, and construct regional harmonious governance mechanism to the environmental management.
