Special equipment is an important basic facility for both national economic construction and people’s daily life. Special equipment safety is an important part of national public safety, because special equipment may pose dangers life safety, and will cause accident and disaster if improperly managed and used. In recent years, there have been more than 300 special equipment accidents annually, having resulted in around 1000 injuries and deaths and huge losses. Worse still, some serious accidents even have risen to heavy casualties, massive resident evacuations, arterial traffic disruption as well as grave effects on living and production and large-scale environmental pollution. It is of great significance to ensure the quality and safety of special equipment, prevent and reduce accidents, protect life and property and economic operation and promote social and economic development.Fujian Special Equipment Inspection and Research Institute (FJSEI), part of the third party inspection organization, undertakes the responsibility of supervising and inspecting elevators in Fujian (except Xiamen, the same below), which is closely related to the people’s life. However, as the public institution reform is deepening, if it is disconnected with the governmental apparatus and stands on it own in the competitive market, it will face an unprecedented crisis. Therefore, to respond promptly to the high-standard demand of high-tech market, FJSEI should strengthen innovation awareness, deepen its internal reform and build a more reasonable organization system and an efficient business process Special equipment monitoring system is in urgent need of corresponding emergency rescue command equipment to realize real-time and omnibearing interconnection with emergency rescue command departments of each level and social rescue system. In this way, it can quickly build an emergency rescue command platform featuring unimpeded communication, strong maneuverability and safety and high efficiency to conduct precise, orderly and uninterrupted operations for any special equipment safety accident. But research on mobile emergency rescue command system for special equipment accidents is fundamental for the above.The paper is supported by the public welfare project "Special Equipment Accident Mobile Emergency Rescue Command System" conducted by the Ministry of Science and Technology and makes an in-depth study into key technologies of such system. It first builds relevant database for special equipment accident mobile emergency rescue and then selects suitable and effective computation methods based on the above research result to complete the formulation of such equipment aid decision-making software and finally makes R&D on special equipment mobile emergency rescue command vehicle.The subject of "Special Equipment Accident Mobile Emergency Rescue Command System" supported by the research result of the subject matter is completed and accepted. The project result is applied in the emergency rescue exercise of Fujian Refining & Petrochemical Company Limited (FREP) in October 2010 as the emergency rescue command platform for special equipment accident, facilitating personnel organization, site coordination and rescue decision-making, guaranteeing smooth implementation of emergency rescue excise in case of accident and verifying the effectiveness and critical application value of the result of this research.
