Research On The Model Innovation Of Promoting Fujian’s Construction Of Ecological Province During The 12th Five-Year Plan Period

To promote the level of constructing ecological civilization, we should take the environmental cost-benefit as a priority in economic development and give full consideration to the balance and sustainability of our development. It requires us extricating ourselves from the radical thought of "economic growth first" to take more cautious approach to assess the grim situation of the environment and resources, and to look on economic growth with a more rational and scientific attitude. Promoting conservation culture was identified as a major national strategy during the 17th CPC National Congress. And we call for all citizens to attach sufficient importance to it. Last year, the 18th CPC National Congress gave "promoting a conservation culture" an equal importance along with the economic, political, cultural and social construction, and made it part of the "Five in One" master planning of building socialism with Chinese characteristics, as well as a major mission for the Party to achieve the goal of building a moderately prosperous society on the new stage.The goal of construction of ecological civilization is not abstract but concrete, and the process of construction is full of difficulties. The construction of ecological province is an important form of ecological regions which have become a organic department of the total process of Chinese ecological civilization. The opinion of ecological province has been formed since 1980s, and more than half of the provinces and direct-controlled municipalities in China have been listed as ecological pilot provinces now. And there has been 11 years since Fujian’s strategy of constructing ecological province approved by the State Environmental Protection Administration. In the course of constructing an ecological province, though accumulating lots of experiences, Fujian is still actively seeking various means of legislation and institution to achieve to saving resources and protecting environmental by the government, and endeavoring to introduce ecological economic development model along with constructing green Economic Zone on the Western Coast of the Taiwan Straits.Compared with the economic development of other coastal provinces in China, Fujian Province is in a relatively backward position. During the 12th Five-Year Plan period, Fujian is faced with an important development opportunity. To seize the opportunity and accelerate the pace of pressing ahead economic development is the common vision of Fujian people, but we are also in a crucial period to enhance the ecological construction level. How to integrate economic growth, social development and environmental protection will be an important subject to evaluate the governing capacity of the government. To implement the strategy of constructing ecological provinces, we need to exert a rational restriction on the economic growth target. In addition, the innovation of the old development model is also an important aspect of promoting the construction level of ecological province. Meanwhile, we need a more positive model innovation on development to alleviate the pressure from environment and resources for we haven’t achieved remarkable results in the past ten years. During the 12th Five-Year Plan period, we should make environmental protection and resource conservation a priority, and aim at effectively promoting the ecological industries and improve the level of ecological society, as well as establish the awareness of conservation with popularizing the conservation culture in the whole Fujian province to achieve the expected results and get a more sustainable power in constructing an ecological province.
