The Research Of Ecological Compensation In The Green-Core Area Of Chang-Zhu-Tan Urban Agglomeration

In recent years, the ecological compensation has been a focus in the study of environmental protection industry. Chang-Zhu-Tan urban agglomeration is the comprehensive reforming-testing area of national "resource-saving and environment-friendly "social construction, so the attention of its ecological construction and environmental protection has been increasingly brought from all walks of life in the society.After years of development,although significant achievements have been made in the development of Chang-Zhu-Tan urban agglomeration, but at the same time it also produced a variety of ecological environment problems, in which the resource consumption and environmental pollution are significant.In order to response to the state of the construction of "two type society", achieve a win-win situation of economic development and environmental protection, this paper tries to explore a "development damage-protection-compensation -development" virtuous circle road of development, in order to make ecological, economic and social development been sustainable.As the "green lung" of Chang-Zhu-Tan urban agglomeration region, it bears the more important ecological function and has more ecological protection requirements. So the thesis carries the targeted research of the problems of ecological compensation in the geen core area which need to be dealed with the ecological protection of Chang-Zhu-Tan urban agglomerationThis thesis choose the ecological compensation of the green core area in Chang-Zhu-Tan urban agglomeration as the research subjects, using the case with empirical research method, taking the externalities theory, public goods theory, sustainable development theory as the instruction, based on the method with field investigation, literature, information collection and stakeholder analysising, systematically studying several main ecosystem service function as well as its value.According to the analysis results, select the typical public welfare forest ecosystem as the research subjects, And according to the analysis results, selecting the typical public welfare forest ecological system to deepen research. The paper through analysising the status quo、defects and deficiency of the ecological public welfare forest compensation in the green core, tries to make the compensation standard more perfect, and then established the standard model for ecological compensation, in concluded,the calculated results is about 1890 yuan/hm2 a,which is 126 yuan/mu.The results not only can reflect the value of the ecological public welfare forest in the green core area,but also can satisfy the requirement of the residents.Basised on it, the article through taking relevant measures to make the legal system, ecological compensation mode more perfect, at the same time actively building the mode of government leading and public participation, established a more suitable public welfare forest ecological compensation mechanism. The thesis combines the theoretical research with empirical analysising, witch is operable, and the research results can provide guidance and reference for the forest ecological compensation in China, besides also can provide a reference basis for ecological compensation in other areas.
