Based on the analysis of incentive of emission trading to enterprise pollution control, research the decision-making problem of pollution control of enterprises under the conditions of emissions trading, aims the objectives of reducing pollution, pollution control cost, ensure market competitiveness of firms by technological progress in pollution control level to put forward decision-making theory and method. The main contents include the following aspects:(1) Analyzed the significance of the emission trading theory to promote environmental protection, focus on the implementation of emissions trading system for the enterprise through the positive incentive effect to control pollution emissions to achieve economic benefits.(2) Constructs the decision model of duopoly market structure under the enterprises to carry out pollution abatement technology investment, analyze the impact of their research and development ability of enterprises of different pollution control technology to carry out the investment decision, and gives a simulation prove.(3) Technology manufacturers of technical disadvantage manufacturers license to use new technology for pollution treatment there are three kinds of mode selection, are one-time technology transfer mode, profit mode, mixed mode, and the specific choosing licensing mode is restricted by the degree of technological innovation.
