During the process of urbanization, China is also seeking for the patterns suitable for the city development, among which low carbon city is the comparatively mature idea on this basis. Low carbon city is the trend and main-stream for the current social development, while highly polluted industrial zones are one big block which is affecting the construction of low carbon cities. During the process of urbanization, the traditional industries are increasing and forming s batch of old industrial zones. These old industrial zones that have made enormous contribution to the construction of city and development of the economy are facing the problem of heavy pollution and ecological environment because of its traditional manufacturing methods, inappropriate industrial structure and high resource consumption. These problems are also limiting the further development of the industrial zones and sometimes even eliminated because of these. As one of the eight important construction area since the foundation of PRC, Qing Shuitang Industrial Zone in Zhu Zhou has paralleled its construction and designing at the same time. For a long time,the old manufacturing method that causes high consumption and heavy emission has made it one of the most polluted areas in China. This clearly is not in accordance with the requirement of the current low carbon economic development and the construction of the “two oriented society”. It is now significant for QST Industrial Zone to manage the ecology and transform its industries.This thesis is aimed at providing some provocative suggestions in the solving of the problems of ecological management arising in the construction of low carbon city. This thesis is based on the QST Industrial Zone and guided by the management theory, low carbon ecology theory and ecology industrial theory. It also adopted the Ruhl Industrial Zone from Germany and ole Jochow Industrial Zone from Japan for its advanced experience in the upgrading of industrial transformation and ecological management of the industrial zones. The author shall find the existing problem in the development of QST Industrial Zone and provide appropriate comprehensive suggestions and solution for its future transformation.This thesis is divided into five chapters. The first chapter is the introduction which includes the research background and significance, the current research status in China and other countries, research ideas and methods and research innovations.The second chapter is the analysis of related ideas for the ecological management of low carbon city construction and explained its importance and necessity. The third chapter analyzes the status quo of the ecological management in QST Industrial Zone and report the status quo according to the onsite investigation faithfully. The fourth chapter borrows the overseas classical cases in the ecological management of industrial zones in the construction of low carbon cities and provides some treasurable experience for our ecological management. The fifth chapter shall analyze the solutions for the ecological management during the construction of low carbon cities from examination of QST Industrial Zone and other zones.It is still rare to observe the ecological management in industrial zones during construction of low carbon cities from the perspective of an enterprise. This thesis is creative in this sense. This thesis utilizes comparative method to analyze the current problem, transformation idea and industry upgrading. It provides more splendid theoretical and realistic basis for the research of ecological management of industrial zones. It also adopts the method of onsite research and investigation to collect data on the basis of which the author concludes the management situation of industrial zones and the connection among different factors so as to find out a better method to solve the ecological management problem in the construction of low carbon city.
