The city will be the century in 21 Century, and ecological city is the inevitable trend of the future development of the city. Xining City is the largest city on the Qinghai-Tibet Plateau, and also the major cities in the latest national development plan of “Silk Road Economic Belt and 21st-Century Maritime Silk Road"(" One Belt and One Road"), however, it’s ecological level has not been analyzed quantifily. Therefore, this paper analyzed the level of ecological of Xining City with the characters of economy, sociology and environment.Firstly, we discussed the current research progress, determined the main content of the study purpose, significance, and research methods. Then we introduced the basic theory of eco-cities evaluation, established the ecological indicator system according to the actual situation of Xining City, conducted a qualitative analysis with the three aspects of the ecological status such as economic development, social development and environmental protection from 2000 to 2012, and calculated the index weight using Eco Index AHP(AHP) and entropy weight method, and comprehensive ecological index using ecological comprehensive index model. Finally, we analyzed the advantages and disadvantages of Xining city ecological construction, and put forward the countermeasures. The main results were as following:(1) Comprehensive ecological index values of Xining city increased from 2000 to 2012. The eco-city levels of Xining city were medium to high, higher and highest form 2000 to 2003, 2004 to 2008 and 2009 to 2012, respectively; indicating the eco-city level of this city was being optimized continuously in the past decade years.(2) In the secondary index, the economic development was the fastest-growing index, the change of social progress index was the smallest, and the values of environment indexes were fallen before they were raised from 2000 to 2012.(3) Through the analysis of the three-level indexes of Xining eco-city’s evaluation system, it is concluded that the ecological construction of this city have four crucial indexes, such as energy consumption of per GDP. comparison of urban and rural consumption level. undergraduates in college per ten thousand people and wastewater discharge success rate;11 strengthened indexes, such as per capita net income of farmers. per capita disposable income of urban residents. sickbeds per thousand people. road area per capita. engel’s coefficient of urban residents. the registered urban unemployment rate. ambient air quality. per public green area. industrial solid waste comprehensive utilization. water consumption per capita living and fertilizer use intensity; five consolidated indexes, such as per capita GDP. weight of the third industry in GDP. per capita housing area. proper greening coverage and pesticide use intensity.
